What is happening is I cannot get Chrome to access the internet, at all. I had a program pinned to the task bar, but suddenly it was behaving strangely. Apparently there are, and have been similar cases like mine (on the internet), however, none of the suggestions that I have found have worked in my case. Did you use the Flash uninstaller between installs? Start Fiddler2. Finally, somebody who actually knows - this fix worked for me. Windows 7 Won't Update 2016 i clicked ok anyways but chrome still won't open.
